PHP 5.3.1 not working for me

Can't start services with PHP 5.3.1 activated (5.3.0 works). And when I try to change a PHP setting, I get the message below. Shouldn't I be able to change settings without PHP running?

I ha same problem. But resolved.

Click WAPSERVER icon in bottom right tray of your window
Apache - Service - Test Port 80

It revealed might be Skype is using ...

Then i check my skype connection and disable to use port 80 for connection....

WAPSERVER Put Online worked.
