Intl extension problems

Was php 5.3 compiled with intl extension support. I have uncommented the php_intl.dll line from php.ini but it doesn't show up in phpinfo and running any file with intl functions like the Collator doesn't work

When you make any changes to php.ini restart Apache service.

To confirm you are editing the correct php.ini, left click WAMP tray icon and select PHP > php.ini

I have restarted it. shut it all down restarted my computer and start wamp again.
so far it isn't showing up in phpinfo

Oh well.
