I host with bluehost and know my way around ftp and filemanager but must I configure mysql and PHPadmin server side?

Usually PHP My Admin is already installed there.
Try to access your hosting with cPanel. You'll find almost anything from cPanel.

To transfer your database, Go to phpmyadmin in wamp and select Export tab. Select your blog database from the list of databases.

Scroll to the bottom of the page and select the Save As File checkbox. Now click the Go button. Save the .sql file to your desktop.

I'm guessing this is your webhost:
[bluehost.com].

If it is follow these guides
First create a new database for your blog
[helpdesk.bluehost.com]

Now to import your blog following this
[helpdesk.bluehost.com]
