Localhost Access 403 Forbidden

I am getting this error when I try connecting to [localhost]

403 Forbidden
You don't have permission to access / on this server.

I have been trying to get a local wamp environment running for my 2 drupal sites for almost a month...Please help me.

when I go to 127.0.0.1 i am forwarded to www.purefishing.com (by the .htaccess file i suppose) (which I have tried removing locally and it did not fix the issue)

I need someone to help me trouble shoot this thing. I have tried so many different things I don't even know what I have done anymore...

I have removed and re-installed wamp software 4 times, edited the hosts file, php.ini, my.ini, httpd.conf, httpd-vhosts.conf......you name it I have tried it but when I fix one error another pops up.

Since you modified too many things, it's not simple to guess to help you out, so the best solution is uninstall wamp, remove wamp folder, uninstall any firewall/antivirus, restart pc, reinstall wamp, and before reinstall firewall/antivirus, post back here what you've got when clicking on localhost through wamp tray icon, and remember not to modify anything
