I tried the netstat trick but it say the pid was "4" and that didn't show up in task manager. Poking around led me to this solution from [superuser.com]

Go to device manager, select “show hidden devices” from menu/view, go to “Non-Plug and Play Driver”/HTTP, double click it to disable it (or set it to manual, some services depended on it).

Just open Apache > httpd.conf
then change "Listen 80" to "Listen 8080",or any unused port number that you know depending on what was there before.
in the browser url type eg. localhost:8080 or 127.0.0.1:8080 that is if is on the local machine
