Perl/CGI With WAMPSERVER 2? Please Help!

I tried following this guide:

But when I try to access CGI-BIN directory with the script in it, it gave me a

Forbidden
You don't have permission to access /cgi-bin/ on this server.

It works perfectly fine on a unix installation of Apache, but I want to get it working with WAMP so I can develop and modify in windows. Can someone please help?
