Help! Wamp2 with apache2.0.63 and php5.0.5 can't implement openssl instruction.

In cmd line window, implement openssl instruction with error:
The ordinal 3288 could not be located in the dynamic link library LIBEAY32.dll.

Wamp2 with apache2.0.63,apache2.0.61,apache2.0.59 all have the same error.
what's problem?
