wamp not working

OS - Windows Vista

localhost - Wampserver2 with Apache 2.2.8, PHP 5.2.6 and MYSQL 5.0.51b

I am new to web programming and PHP. I have installed wamp to install Joomla! but my wamp server is just not working. It shows a red speedometer in the icon tray. I tried reinstalling and restarting it a number of times but no use.
And no im not using skype.

When i try to put it online, it shows an error message -

"Could not execute menu item(Internal Error) [Exception] Could not perform service action. The service has not been started."

Don't know what that means.

Did you ever have any other wamp package or webserver?

no, i never had any other version of wamp before this. This is the very first time ive installing wamp.

by any chance is your machine 64 bits?

i dont think so..its windows vista 32 bit operating system.
