i had the same problem when i upgraded my version of wamp server

all i had to do to fix the problem was uninstall mysql from windows and then re-install wamp server once all mysql files were removed. this fixed the problem and now i can access phpmyadmin

you shouldn't have to clear your browser cache or history to get this working, but a registry clean out and system re-boot might help a little bit

hope this helps
