Complete Newbie: How setup Passwords and permissions?

When I try to access a test php file in ...www/test/ I get a "403 Forbidden" message.

When I go to localhost/phpmyadmin/ I get a warning message that says, "Your configuration file contains settings (root with no password) that correspond to the default MySQL privileged account. Your MySQL server is running with this default, is open to intrusion, and you really should fix this security hole."

I really am a COMPLETE newbie with this. Can someone lead me through the process to get WAMP up and running.

Now... about that problem with the "403 Forbidden" message...??? smiling smiley
