cant start phpmyadmin

i am going to mysql to develop a website, but whenever i go to the link (on the menu) it just says

You don't have permission to access /phpmyadmin/ on this server.
"
i was ably to access previously, but then i reinstalled the software (long story) it got all screwy. the php software works fine and so does sqllitemanager and so does everything else, but not this...
btw, it there a php function to create folders?
