I get the following message when change the root passwork

sir

i have followed all the step

1 . change the passord.
2 . minimize the PHPMYADMIN window
3 . open the config.inc.php file and give the BLOW_FISH ='ARSALAN';
4 . CHANG THE HOST TO 'COOKIE'
5 . save the file.
6 . close the congig.ini.php and PHPMYADMIN FILE.AND RESTART THE SERVICES.


but when i open the PHPMYADMIN it gives the same message

the configuration file now need a secrest passphrase ( BLOW FISH)

plz help me i will be very thankful to you.
