Addon of Postgresql-Database and Perl

Hi @ all,
is it possible to create a PostgreSQL- and Perl-Addon for Wamp-Server. I'm using and programming tools for php/perl and PostgreSQL. So I want to give my customers the opportunity to use and test their tools also on a Windows-Engine. It would be great to get these Addons. In my opinion WampServer is a real great tool that is really useful because of its smallness and its fastness. I found another tool that supports all this stuff but who has about 200 to 250 MB's of space for a webserver with all the stuff where he wouldn't use the most of?
