WampServer

I'm using Wamp to run OneOrZero (HelpDesk system).
All is fine except that in some fields ( in OneOrZero) i can´t use especial characters ( like ç or ã ) because it will appear messed up ( ex. ç = ç )
It happens for example when i use this to write in resume or description or even in options menu to give system a name.
I really need some help here...could this be from Apache? If so, where and how do i correct it? Can't seem to find any "AddDefaultCharset" configuration in Wamp (Apache)...but i can be wrong...
