accessing from internet

ok, Im very new to WAMP and servers so I am sorry for the dumb questions

When I go to my ip address 71.196.202.99 from a computer not on my network it takes me to my www folder. The problem is that it works great if I do not have an index file.
such as currently I have "f2 index.html". A list of files displays, then I click on "f2 index.html" and the file opens correctly. However if I change the file to "index.html" nothing happens.
The page just continually tries to load.

I want to use WAMP as a testing server, but I want to be able to access it from anywhere.
This is on a stand alone computer, it is on a network but this computer is only used as a server. I want to put an index file in the .www folder and it become the home page. I will not store sensitive materials. I am a Web Design student and need to show projects from this server.

you need to rename f2 index.html to index.html
