Using Bundled wbxml 2.0 Library

I just installed wamp server, its great and so easy for your development environement. currently i am working on a project based on exchange server at which i need to use the WBXML (WAP Binary XML) for pop3 utility.
Kindly tell me how to configure the bundled libwbxml library with wamp to
1 - Encode and decode WBXML (Wireless Binary XML) sent by mobile devices.
2 - Generate SAX events directly from WBXML and even load a WBXML tree (DOM) in memory without converting it to XML.
