I am not able to access to phpadmin

I put the following in the address bar, however I get the Forbidden message.

[localhost]



Forbidden

You don't have permission to access /phpmyadmin/ on this server.

How can I fix it? Any comment will be appreciated.

Hope you don't use "very rare to find ancient" OS such as win2k
