config.inc.php

I am trying to follow the install instructions here:

[forum.wampserver.com]

and am running into a roadblock. I do not have the file 'config.inc.php' in my phpmyadmin folder. I have 'config.sample.inc.php' and 'config.inc.install'. I am not a complete neophyte to any of this but it is def not a strength. Any help on what to do next would be most appreciated.
