php ini settings not updating

Hi,
In php.ini I changed the "max file upload" value, and also the "temporary" folder path, restarted all services.
But still php keeps working with older values only.
Am I updating the right php.ini file?
c:\wamp\php\php.ini
Please let me know what could be wrong.
