wamp and joomla

I've installed wamp5.1.7.1 and joomla in a "joomla" folder under wamp's "www" folder.

joomla works properly when accessed by [localhost], and displays the joomla start page perfectly.

Since my IP has blocked the normal incoming port 80, I have changed the http.conf file in the apache server to listen on port 40000. With that change, and if I put the wamps online (bottom selection when you left-click on the wamp icon in the systray), I can log into my site remotely with [myIPnumber], and get the wamp start page perfectly displayed.

When I click on the "joomla" folder link under "your projects" on the wamp start page the joomla page displays incorrectly and the links all lead to a page that says it can't be
displayed.

Wamp and joomla work fine as long as I use localhost, but if I go online from somewhere else only the wamp start page displays properly, but not the joomla pages.
Can anyone tell me why?
