config.inc file and passwords

I am still having an issue with changing the passwords and accessing this file:
config.inc.php. When I bring it up, it says at the top Do Not Edit this file, edit config.inc.php instead. Will somebody let me know what is going on here. There is no other conifg.inc.php file that I can find. Should I go ahead and edit that file anyways?
