Access denied while connecting MySQL

Windows XP Home,
wampapache and wampmysqld were started,
while connecting to [localhost]

#2003 - The server is not responding
I could not start mysql from command prompt as well, it says:
ERROR 2003 (HY000): Can't connect to MySQL server on 'localhost' (10050)
I restarted all service, the problem remains. I turned off firewall and antivirus this problem still remains.
Please assist thank you.
