Why cant i view my files on an outside computer?

i created a new directory in the "www" file and put a song and pic. i called the new directory "music". I can go to "[localhost] and view and download them but how do i make it so other people can go there and download them? i also put the server online. ALL i want to do is share files so if theres anyother way please help me out.

to allow outside access to wamp, put the server in online mode and use your ip address. so to access your music folder use
http://your.ip.address.here/music/

if you do not know your ip addrss:
www.whatismyipaddress.com
