offline and localhost not working

I have turned off my firewall. I have stopped and started Apache but still no luck. Firefox wants to download the page instead of rendering the page.

"You have chosen top open <blank> which is a: application/x-httpd-php
from [localhost]

Test Port Check:
Your port 80 is actually used by :
Server: Apache/2.2.4 (Win 32)
Pres Enter to exit...

What do I need to check/change?

what is the exact error you are gettting included error code?
