I have this problem and also with sqllitemanger when I try to acces both from my client pc.
So the server is antoher pc but I want to acces it?

put your server in online mode, access using your ip address

This sollution doesn't solve the problem. I've already tried to reinstall the wamp server because the first time I didn't use the default dirs. Now I did, but still the same message. "403 Forbidden", "You don't have permission to access /phpmyadmin/ on this server."
Both Apache and MySQL are online.

make sure you remember to use the backslash after phpmyadmin in the url.:
[your.ip.address.here]

phpmyadmin and sqlitemanager are setup by Roms, the creater of wamp, as alias's, which means if you dont include the last backslash in the url, it will not work.

if that does not work, you need to uninstall wamp, delete the c:\wamp directory, restart computer, and then reinstall wamp.

By default, phpmyadmin and sqlitemanager are blocked from outsiders and you should keep them that way for your own protections
