Win XP 64 no solid connection

I can connect but only after trying 4 or 5 times.
Often it will also time out when editing or in normal use.

make sure apache is the only webserver running. make sure skype is not running if you have it. make sure you allow apache and mysql in your firewall and windows firewall.

I have, don't use skype or anything else. This is a fresh install of WIN XP 64. WAMP is running from C:
Windows is loading from D:
