PHP-Nuke 7.9 Modules seem odd

Hi,
I love WAMP. I hated it at first, but now we get on great. OK, here's my problem (If it is WAMP that's causing it).
I use Wamp, like many, to test my sites before I update them, make them live or install Modules/Blocks.
Recently I have been having problems installing modules. Absolutely everything else is working fine, but some of the modules don't seem to like WAMP. Has anyone else had this? I installed about 5 different Gallery Modules recently, and none of them seems to work. I could not upload the images from my local machine to my local machine through any of the Gallery Modules. I've spent weeks going through their support forums and everything is, I'm sure, setup correctly. I also tried installing an Application Module and that wouldn't work either. Could there be a setting stopping me from Writing in the Apache.conf or something do you think?

Windows XP Home (Fresh install and all priority updates installed)
WAMP5 Version 1.7.0 (Fresh install)
PHP-Nuke 7.9 (Fresh install and not patched)
Also tried PHP-Nuke 7.8, same results.
AVG (Disabled)
ZoneAlarm (Disabeled)
IE7 (updated)

I have spent weeks trying to figure this out, I come here as a last resort.
