server time doesnt equal to php time

i am using wamp5 1.6.6, server time is not the same to what php get time, sometimes php get server time + 5 hours and sometimes -5hours. what is the source of problem and how can i fixed it?

php gets its time from your local time. make sure you correctly set your windows time setti8ng.
