Apache equivalent of system PATH??

Hi
trying to install an extension to PHP. The mail DLL needs to call other dlls, so the instructions say I have to "Add the lib directory of the CyberSource client installation to the system PATH (not the user path as it wouldn't be visible to IIS).
How does one do this with WAMP?
Please, anyone, going on a week of googling for a clue to understand this.

Finally found my own answer....it is the windows path variable in the environment settings
