You basically have to download and install a mailserver on your computer. I use ability mailserver myself (http://www.code-crafters.com) but that one isn't free. I know there are free mailservers that you can download but sadly I don't have any specific names.

If you're good in coding, use phpmailer

If not, Google for free mail server as Marcus already mentioned

One thing to keep in mind that you should consider security before anything else because spammers' and hackers' spy bots will take advantage of your mail server and ftp server for their own purposes and YOU are the one that takes all responsibilities.
