Because you just can't put it there, but have to set it up the correct way, if not, you just make it worst. BTW, are you Chinese or Rusian?

i got a domain from dnsdns.org i think thats the link.. im trying very hard to understand you but i think i got the jist of things.. you want ip to be masked with a web adress so it can be viewable online?

It is Not Rusian Hosting, It is only free domain name.
