How can a user to administrate wamp5 ?

I am a sytem administrator. i have installed wamp5 in my machine by administrator account. i can getting all services of Wamp5 in my administrator account. but when i log in as a user, i cant administrate wamp5, i cant getting full features of wamp5 when i loggin as a user.
i want to install wamp5 for all our php programers by user account. what can i do ?
