WampServer

I keep getting the following error message after rebooting my computer:

" MySQL not launched or bad phpmyadmin config"

I am running a test forum on this, and keep getting this message when that happens:

"E_USER_ERROR [256] Host 'localhost' is not allowed to connect to this MySQL server"

I've been having to start from scratch by reinstalling WAMP5 [Version 1.6.5] and the test forum each time the computer is restarted.

Any suggestions? Just starting in on Apache/MySql and PHP.
