How can I re-build the installer

Hi,
I'd like to make some changes to the installer and re-build it.
* I'd like to have it check port 80, and if it's taken offer the option of configuring the server on another port.
* I'd like to include a PHP application as part of the installer.
I can find the ISS file, but to build the installer I need all of the sources in the right structure. Are these available for download anywhere?
