Windows VisualCPP Redist has messed up multiple times this year (due to Windows Updates?)

I still have a Windows 10 box running Wampserver. Occasionally upon reboot, I get an error message about MSVCE100.dll not being compatible with this version of PHP. Simply running the AIO installer (https://wampserver.aviatechno.net/files/vcpackages/all_vc_redist_x86_x64.zip) fixes the issue.
Even though my version of PHP/Apache/MySQL/WAMPServer hasn't changed (still 3.3.7), and I haven't installed anything else that should've changed the VisualCPP files, unless it was just Windows Update itself. Anybody else experiencing this?

Some software installations install older VC++ versions without checking the versions of VC++ already installed.
