Why does WampServer force me to go online sometimes to work

2.4.63 - Documentation Apache - Loaded Apache modules

[FCGI] 7.4.33 - 8.0.26 - 8.1.13 - 8.1.31 - 8.2.0 - 8.2.27 - 8.3.16 - 8.4.3

Multiple versions installed on Windows 7 and Windows 10 now as well.

NOT A CURRENT ERROR , Only a Question.

I have multiple versions of Wampserver on several computers that seldom go online.
IF I run Wampserver it seems to run fine, but I get an (OOPS!) image and no explanation as to why it failed to start any webpage. Once I allow wampserver to go online for a few seconds the error image goes away and the websites run fine too. All will be fine for an unknown time.

IF Wampserver is forcing to check something, the it seems prudent there should be a message with the image explaining why. One day my local sites came up, the next day they all gave the same (OOPS!) image. It took a while to find the error. It did it again today. Question is WHY?

This "(OOPS!) image" does not come from Wampserver !

Check your browser settings!
