Wampserver home page shows ok but can't open subfolders

Details: Apache/2.4.54 (Win64) PHP/8.0.26 mod_fcgid/2.3.10-dev - Port defined for Apache: 80
The setup is standard Wamp64 with static subfolders and behaviour is puzzling but consistent across four different browsers. Initially, localhost brings up the Wamp home page. One particular subfolder site when added to the address bar shows as expected. None of the other subfolders work, giving the following error:-
This site can’t be reached localhost refused to connect. Try:
Checking the connection Checking the proxy and the firewall ERR_CONNECTION_REFUSED
After the above, one cannot reconnect to the first subfolder which worked on the first connection attempt. this also now shows the same error!

You must use VirtualHost.
