The service 'wampapache64' is NOT started EXIT error code:1066

When I try to start Wampserver64 I get the message shown in the title of this message. Strangely the taskbar icon changes colour from red to brown to green then, after a few seconds, reverts to red.
Further data is displayed: briefly, at the beginning it says:-
Help message for error code 1066 is: The service has returned a service-specific error code.
>>> AH00015: Unable to open logs .
>>> AH00451: no listening sockets available, shutting down .
I have a feeling it has something to do with the installation of "Handbrake" which required an update to .NET services. Wampserver was running OK before that. However, I can't see how to remove and re-install .NET services suitable for Wampserver. I have already uninstalled "Handbrake".
All helpful suggestions much appreciated.

It is possible to change the default port used by MySQL, which is port 3306, but this means that the port number must be added to all MySQL connection requests.
