New WAMP 32 Bit Server Very Slow

I just setup a brand new WAMP 32 Bit v3.0 on a Dell 16 Core 64GB and SSD drives but the response time for every page is about 6-8 seconds. What could be the cause of this?

As of May 9, 2023 and in agreement with Maximus23, developer of the Aestan Tray Menu, discontinuation of 32bit support for Wampserver.

64GB with 32 bit software is useless.
