Apache/Maria/php/SQL default as with installation

All VC++ packages are installed properly using the Check VC++ executable
Hosts has been edited to include 127.0.0.1 and ::1
Skype has been uninstalled
sfc/scannow has been run, no errors
Installation and Running have been done as an administator
Exceptions have been placed in Windows Defender and Malwarebytes
I have uninstalled Wamp and rebooted multiple times

As soon as the program starts and the Start of Services logo appears on screen it will stop with the above error.

Thank you but it did not work. This time though, the starting icon with Starting Services, now appears on one monitor, it previously stradled my 2 monitors as for the error, the only difference was Lecture de l'adresse FFFFFFFFB91190B0. I hope this new address helps to point towards a fix.

sometimes i too get that violation error,just restarting the computer helps.
its rare it happens though,maybe a memory leak somewhere im not overly sure.
it seems to happen most when updating mysql/mariadb/php settings using the tray menu.

I have lost track how many times I have rebooted. Unfortunately it hasn't helped. Installing the Aestan Tray Menu changed the error a bit but it still returns. Thanks
