Import large (>500Mcool smiley WP-export file

Using a fresh install of Wamp 3.3.0 with Green status.
WP Import plugin is limited to 2 MB.
Database Import is limited to 128 MiB.
I have a 660MB file from a previously existing WP file that I would like to import.
How to do?
