OpenEmis school on wamp

Good Morning.
I'm trying to install the OpenEmis school program on wamp, but whenever it starts installing it gives the error "ERR_TOO_MANY_REDIRECTS" and it doesn't install.
can anyone help me? I'm new to this.

Wampserver can't know the installation procedures of hundreds of CMS and thousands of WEB applications.
