ANNOYING ERROR chosen locale file "lang/en.inc.php" .....

annoying error :

Chosen locale file "lang/en.inc.php" for error messages does not exist or is not readable for the PHP process. Please make sure that the file exists and that the file permissions are such that the PHP process is allowed to read this file.

This file certainly exist in the 'lang' directory with read permission !

Even after overwriting with a fresh download the problem remains!

If I choose (' DEFAULT_ERR_LOCALE ',' de ') instead of 'en' in the jpg-config.in.php file, the message keeps saying
'chosen locale file "lang/en.inc.php" !!

What's going on ?

Hi,
Nothing to do with Wampserver.

It is necessary to see with the supplier of the file "jpg-config.in.php" which is not part of the Wampserver packages.
