Laravel 8 is not able to Install database migration MYSQL and PHP too old → Is there a way to increase MYSQL and PHP version on window 7

Windows 7 is obsolete and has not been supported for a year (January 2020)
Wampserver update 3.2.4 is supported for Windows 7 as well as most of the Apache, PHP, MySQL and MariaDB addons.
Without any guarantee of correct operation.
