No, the problem was you have installed something that also use port 80.
As WAMPServer is a development tool it does not Autostart Apache or MySQL, these are started by the WampManager when you start that, manually.
The usual culprit for the port 80 problem is SKYPE, although that is not the only thing that may have already allocated port 80.
The real solution is to configure SKYPE or what ever else may be causing the issue so that it does not use port 80 or 443.
