Can some one please tell me what this means. I am running the latest version of MYSQL, and WAMP 1.6.1 I was running WAMP 1.5 and it was working fine.

You have not set MySQL permissions correctly. There is a way to work on that and fix it it would take way to much time and be hard to understand unless you are a mysql guru. the easist fix is to uninstall wamp and install it again.
After you installl wamp again, follow this FAQ to correctly change your MySQL permissions.
