'wampapache' is NOT started

I have added PHP 7.2.23 to my Wampserver 3.0.6 and get the above error message if I select that version of PHP. The PHP Extensions list shows errors against each extension and if I click on one it opens the console with, for example:

"The 'php_bz2.dll' extension file exists but there is no 'extension=php_bz2.dll' line in php.ini."

However, the php.ini accessed from the Wampserver control panel shows

extension=bz2

Everything works fine if I revert to PHP 7.0.10

What am I missing?

PHP 7.2.23 can only be installed on a Wampserver version 3.1.9.
PHP 7.2 is only supported from Wampserver 3.1.1.
Either you have modified the version number of Wampserver, or you have installed PHP 7.2.23 by hand, without using the addon installer.

- Verify that all VC ++ packages are installed and with the latest versions.
To do this, use the tool:
Checks VC++ packages installed
Do not use a previously loaded tool. Make a new download to make sure you are using the correct version.
To download missing packages, do not rely on Microsoft links, they are not reliable, download packages on http://wampserver.aviatechno.net in section Visual C++ Redistribuable Packages
Do not forget that if you have a 64 bit Windows, you must install both 32 and 64 bit versions of each package.
You must install each package "as an administrator", so right-click the exe file and then run as Administrator.

- Apply Update 3.1.9 to your version of Wampserver
Wampserver update 3.1.9
