Connect Error 200

I just installed WampServer 3.1.9; All services running. But using localhost/testmyqldb.php, I get:

Connect Error (2002) No connection could be made because the target machine actively refused it.

I'm a newbie with Wampserver and would appreciate any help on this.

Hi,

Please :

- Do you have access to localhost (Homepage WampServer)?

- Do you have access to phpMyAdmin?

- Do you have access to MySQL Console?
(Left-Click -> MySQL -> MySQL Console)

- Do you have access to MariaDB Console?
(Left-Click -> MariaDB -> MariaDB Console)

Note : After installation, user is root and there is no password (The "Password" field must be left blank.)

I have access to mysqdbl and mariadb consoles, as well as phpadmin and get the localhost home page (the index.php file that came with the wampserver files.

Is your firewall blocking access to the database?
