I Can't Install Composer

I install the latest version of Wamp.Version 3.1.9 - 64bit
And i want to install composer but i'm taking a error like this: [paste.ubuntu.com]

So i search and found the solution [stackoverflow.com] if i use apache version 2.4.9 i can install the composer but how i can update apache to 2.4.9?

Apache has nothing to do with the installation or usage of composer
