Create a folder in the www folder of your wamp server and call it anything you like.

Copy all the files situated in the html folder of xoops and place them in the folder you created.

go to wamp's phpmyadmin and create a database - I called mine xoops.

set permissions on the database, create a username and password for the database etc.

then go to localhost in wamp menu and click on the folder you created situated under
"Your Projects" - the installation menu should apprear. Go through the whole installation and fill in all the information. You have to also make sure that the mainfile.php is writable - to do this rightclick on the file click on properties and uncheck the read only attribute.

Now I found that sometimes there is a problem with the mainfile.php and what you have to do is copy the text of the mainfile.php.dist over to the mainfile.php.

Once the installation is complete - rename or delete the installation folder - make the mainfile.php readonly.

If you have any further problems please feel free to email me and I will assist wherever I can.
